unless the scanner has a network jack you buy or write a solution/app that makes scanner available over the network. RemoteScan (I think that was the name, remoteSoft? remoteSomething,.. definitely remoteSomething) has a twain driver you install on the machine with the scanner that manages it for you.

If you’re a developer you could do it yourself, kodak scanners are pretty friendly. I’d set up an application on the machine where the scanner is plugged in, have that app manage the scanner and listen to network traffic, roll a protocol for talking to the machine from a client. Call it a 3 to 6 month project.
