We (http://www.burrotech.com) have some such code “lying around” from a network TWAIN scanner project. It takes files from disk or a TCP socket and acts as a TWAIN driver. If you want we can adapt the program to your needs and supply a site license for a much smaller price. Email me (mail – at – burrotech.com with subject line “scanner enquiry”) and we can discuss the project if you are interested.
